On June 29, 2009, VIM entered into an Administrative Consent Order with U.S. EPA Region 5. The Order pertains only to the VIM Recycling, Inc. site in Elkhart, Indiana. Click Here to View Media Release
Click Here to view a U.S. EPA Fact Sheet about the project. This Fact Sheet was distributed door to door in the neighborhoods to the west, north and east of the site. In addition to this website the U.S. EPA Region 5 has developed a website as well. Here is a link to that site VIM | Region 5 Cleanup Sites.
VIM intends to fully comply with the Order and is cooperating with both U.S. EPA and the Indiana Department of Environmental Management (IDEM) to ensure that the project is completed safely and on schedule.
A ‘Compliance Program’ is set forth in the Order which includes the following:
- Monitoring for and control of fire, smoke, dust and odors from stockpiled debris,
- Monitoring and surveillance of the stockpiled debris to detect fires,
- Recordkeeping, documentation and reporting of progress to EPA and IDEM,
- Sorting, screening and removal the larger fraction (greater than 4 inches) of construction and demolition debris found in stockpiles C-1 and O-1 (see map in Attachment A of the Order),
- Placement of the smaller fraction (less than 4 inches) of the debris sorted and screened into engineered windrows on site.
Field inspectors from both U.S. EPA and IDEM make periodic site visits to conduct oversight of screening and removal operations to ensure compliance with the Order.
The stockpiles being screened and removed contain construction and demolition debris (mostly wood) which is mixed with soil that must be sorted and screened prior to removal from the site for disposal.
To make sure the project is conducted safely, VIM is coordinating with local emergency response officials to make sure all parties are aware of the project and prepared to respond to a potential problem.
This website will be utilized to provide periodic updates on VIM’s progress in complying with the Order. All monthly progress reports submitted to the Agency will be posted below. Each Monthly Report contains all Weekly Progress Reports submitted to the Agencies in an Appendix.
